Climate Change Act Review consultation 2024-25 (closed)
Public consultation on the 2024-25 Independent Review of the Climate Change (State Action) Act 2008 (the Act) was open between late July and late September 2025.
What is the review?
The Act requires an independent review of its operation to be undertaken every four years. The latest independent review considered how the Act is supporting climate change action in Tasmania and how it might be improved. The 2024-25 review also considered climate change governance arrangements in Tasmania.
The review was undertaken by independent consultants Ricardo, in partnership with local firm Era Advisory.

Review progress
The Act requires broad consultation as part of the independent review, specifically with the Tasmanian community, relevant business, industry, scientific, environmental and community bodies, children and young people, local government, and relevant unions and representative groups.
As required by the Act, the independent review was carried out in consultation with relevant business, scientific, environment and community bodies, through a series of one-on-one meetings and public online workshops, and a public call for written submissions in response to a discussion paper. There were also options for digital engagement in the review, including a survey and ideas wall.

The independent review team prepared a discussion paper to guide preparation of written submissions.
The review team received 95 written submissions to the independent review of the Act. Nine submissions were submitted confidentially and will not be published. You can read the public submissions below.

Terms of Reference were prepared to establish the scope of the independent review. As required by the Act (subsection 18(2)), the review addressed:
- the extent to which the objects of the Act are being achieved
- the extent to which additional legislative measures, if any, are considered necessary to achieve the targets set by the Act in the periods contemplated by the Act, including the introduction of performance standards or other mandatory requirements
- such other matters as the Minister may consider relevant to the review of the Act.
The 2024-25 review also considered climate change governance arrangements in Tasmania.
