Developing a Code of Conduct for Tasmania
The Tasmanian Government is developing and legislating a Code of Conduct (‘the Code’) for renewable energy developers and electricity infrastructure providers, to help ensure strong, consistent and transparent standards across the energy sector.
This is in addition to updates to the Guideline for Community Engagement, Benefit Sharing and Local Procurement (the ‘Guideline’) (PDF 914.0 KB) to support the delivery of co-ordinated and meaningful community benefits in Tasmania.
Together the Code and Guideline will set the standards for developers and create a layered framework that moves from high-level principles to practical implementation.

Renewable energy and electricity infrastructure development brings investment, jobs and long-term economic opportunity. However, it can also bring change to local landscapes and communities.
The Code is required to ensure renewable energy and electricity infrastructure projects are developed in a way that is transparent, accountable, and responsive to community needs, providing a consistent standard for government expectations.
While developers, infrastructure providers and government agencies operate within established regulatory and engagement frameworks, communities consistently tell us that their needs and perspectives are not always being met.
Community experience should be central to energy planning, policy and project delivery. Maintaining a genuine social licence requires developers to move beyond compliance and engage in meaningful, ongoing dialogue. Some are already doing this well.
The Code of Conduct will:
- Require engagement and benefit sharing principles to reflect current best practice.
- Improve transparency, accountability with further opportunities for dispute resolution.
- Consider existing regulatory processes and how practices can align with these.
- Align with existing standards and materials available to industry.
- Require industry to demonstrate how they are meeting these standards.
How to Have Your Say
The Tasmanian Government is seeking feedback on a proposed Code of Conduct for renewable energy developers and electricity infrastructure providers.
Consultation is open until the 13 September 2026.

The Code will establish the standards and expectations for renewable energy developers and electricity infrastructure providers operating in Tasmania.
The Code of Conduct will include:
- A set of commitments asked of proponents.
- A requirement for proponents to report against the Code principles, and aim for leading-practice outcomes above the minimum requirements.
- Technical guidance with detailed explanations of the requirements to support implementation.
Following consultation:
- Feedback will be reviewed and analysed.
- Targeted engagement will occur with key stakeholders.
- A revised Code and Guideline will be produced.
- Legislation to enable the Code will be developed.
- Consultation on draft legislation will occur.
- Legislation will proceed through Parliament.
- The Code and Guideline will be finalised and released.
- The amendments to legislation will take effect.
The Code is being developed in parallel with an update to the Guideline and a Community Benefit Scheme (CBS) framework, with both of the latter documents having recently been consulted upon. The updated CBS framework, Guideline and Code of Conduct will be consolidated into a single reference document.
Following the closing of consultation on the Code, the single reference document will be prepared for release and this is expected to occur in October 2026.

In the absence of a clear indication that a submission is intended to be treated as confidential (or parts of the submission), the Department will treat the submission as public.
Copyright in submissions remains with the author(s), not with the Tasmanian Government.
The Department will not publish, in whole or in part, submissions containing defamatory or offensive material. If your submission includes information that could enable the identification of other individuals then either all or parts of the submission will not be published.
The Right to Information Act 2009 and confidentiality
Information provided to the Government may be provided to an applicant under the provisions of the Right to Information Act 2009 (RTI). If you have indicated that you wish all or part of your submission to be treated as confidential, your statement detailing the reasons may be taken into account in determining whether or not to release the information in the event of an RTI application for assessed disclosure. You may also be contacted to provide any further comment.
Personal Information Protection Statement
If you make a submission, the personal information you provide may be used by the Building Tasmania to guide the practice of renewable energy development in Tasmania. Your contact details will be used to send you further information relating to the Code of Conduct. Your personal information will be managed in accordance with the Personal Information Protection Act 2004. The Department may disclose personal information in circumstances allowed for by law and if you consent to the publication of your details in the summary of consultation, your (full name, title and/or organisation etc...) will be included in the appendix. You have the right to access your personal information by request to the Department.
