Draft Guideline for Community Engagement, Benefit Sharing and Local Procurement

The Tasmanian Government is now inviting submissions from the public on our Draft Guideline for Community Engagement, Benefit Sharing and Local Procurement.

This Guideline and the associated survey below have been specifically designed to guide the practice of renewable energy project development in Tasmania.

Background

The Draft Guideline for Community Engagement, Benefit Sharing and Local Procurement (Guideline) is a direct action of the Renewable Energy Coordination Framework (Framework). The Framework sets out actions to plan and coordinate the renewable energy expansion and load growth that is required to achieve the Tasmanian Renewable Energy Target (TRET).

The purpose of the Guideline is to set a clear standard for best practice community engagement, benefit sharing and local procurement for renewable energy development in Tasmania. It provides principles and practical questions to guide the process and key outcomes sought for:

  • Community engagement: How local communities are consulted and involved in the process of site selection, feasibility, design, planning and approvals, construction, operations, and decommissioning.
  • Benefit sharing: How the benefits of development are shared to create lasting value for local people and communities that host the project.
  • Local procurement: How local people and businesses are encouraged and enabled to participate in providing services and skills to new developments.

The Guideline provides high-level information for a wide range of audiences, including developers, communities, and Government. It is specifically tailored to Tasmania whilst reflecting standards of practice from the renewables industry across Australia and the world.

This period of public consultation will help ensure that all Tasmanians have their say in how they can benefit from renewable energy development. Feedback from this process will help shape the final Guideline to be released in 2022.

Public consultation closed on 18th November 2022. The Government will analyse the feedback and consider how it can be incorporated into the final Guideline.
